Action plan details - Biodiversity Action Plan for Gloucestershire

HAP Estuaries, Saltmarsh and Mudflats

Plan status: Implementation underway

Vision statement

To maintain and enhance the quality of the existing saltmarsh in terms of community and species diversity and, where necessary, restore the nature conservation interest through appropriate management.
To maintain at least the present extent and regional distribution of the Severn Estuary’s mudflats.
To create 50ha of saltmarsh using the few currently remaining opportunities for managed realignment by 2010.
To help create and restore enough inter-tidal area in the Severn Estuary over the next 50 years to offset predicted losses to sea level rise in the same period.
To encourage the use of managed realignment as a viable and attractive option for coastal defence, to permit the creation of further areas of saltmarsh and mudflat.
To restore estuarine water quality to ensure that existing mudflats fulfil their important ecological and conservation role.
To maintain and expand the populations of internationally and nationally important species in the estuary.
To increase awareness, understanding and appreciation of the estuary’s biodiversity.

Actions

(lead shown bold)
Status
ESM 5.1.1 Ensure that the conservation requirements of saltmarsh are taken into account when developing and revising agri-environment schemes, which should target concentrations of this habitat; for example, targeting Countryside Stewardship 01/03/2000 - ongoing Gloucestershire County Council,
Gloucestershire Wildlife Trust
Unknown More >
ESM 5.1.2 Ensure that there are mechanisms available through the agri-environment programme and other initiatives, to deliver the plan's targets for the appropriate management of saltmarsh and creation of new areas of saltmarsh. 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
ESM 5.1.3 Promote awareness and uptake of agri-environment schemes which involve the management and creation of saltmarsh. 01/03/2000 - ongoing Gloucestershire County Council,
Gloucestershire Wildlife Trust
Unknown More >
ESM 5.1.4 Take account of available mechanisms for the management and creation of saltmarsh when developing Shoreline Management Plans and strategies for the management of coastlines. 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
ESM 5.1.5 Initiate the preparation of strategic flood defence management plans in estuaries by 2003, which determine what could be achieved sustainably in terms of saltmarsh creation. 01/03/2000 - 31/12/2003 Gloucestershire County Council Unknown More >
ESM 5.1.7 Continue to support the establishment of Estuary Management Plans and related projects on all estuaries with significant intertidal flats. 01/03/2000 - 31/12/2003 Gloucestershire County Council Unknown More >
ESM 5.1.7 Produce strong development control policies by 2001 to prevent development in flood risk areas, (as defined by Water Resources Act 1991 Section 105(2) Surveys), with the objective of retaining the option to use such areas for the restoration of intertidal flats if required. 01/03/2000 - 31/12/2003 Gloucestershire County Council Unknown More >
ESM 5.2.1 Identify potential areas for managed realignment and creation of new areas of saltmarsh (only a few opportunities are currently available following the recent work on flood defences, therefore these opportunities that still remain need to be maximised). 01/03/2000 - 31/12/2003 Gloucestershire County Council Unknown More >
ESM 5.2.2 Ensure that, as far as possible, coastal defence or other construction works avoid any disruption of coastal or other natural processes which might lead to a loss of, or damage to, mudflats or saltmarsh. 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
ESM 5.2.3 Maintain, and where possible, improve estuarine and coastal water quality. 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
ESM 5.2.4 Integrate Scheme of Management (for SSSI, SPA, pSAC etc) into the Severn Estuary Strategy. 01/03/2000 - 31/12/2002 Gloucestershire County Council Unknown More >
ESM 5.2.5 Develop recommendations for positive work where realignment has occurred to progress the recreation of saltmarsh or mudflats. 01/03/2000 - 31/12/2002 Gloucestershire County Council Unknown More >
ESM 5.3.1 Promote and develop demonstration sites for the management and creation of saltmarsh and disseminate results 01/01/2003 - ongoing Gloucestershire County Council Unknown More >
ESM 5.3.2 Encourage the appropriate management of saltmarsh through the dissemination and, if necessary, production of guidance material by 2005 01/03/2000 - 31/12/2004 Gloucestershire County Council Unknown More >
ESM 5.3.3 Make use of the potential provided by existing estuary management partnerships in taking forward the actions of this plan. 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
ESM 5.3.4 Ensure all relevant agri-environment project officers and members of regional agri-environment conservation groups are advised of the location of existing examples of this habitat, its importance, and the management requirements for its conservation. 01/03/2000 - 31/12/2001 Gloucestershire County Council Unknown More >
ESM 5.3.5 Managed realignment of flood defences and saltmarsh habitat creation (where existing defences are not sustainable in the long-term) may involve loss of freshwater habitats (e.g. grazing marsh and reed beds) behind sea walls. This issue needs to be addressed when deciding priorities for habitat creation 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
ESM 5.4.1 Identify the key areas suffering from erosion and those accreting to quantify scale of loss. 01/03/2000 - 31/12/2001 Gloucestershire County Council Unknown More >
ESM 5.4.2 Monitor changes in the extent and quality of the saltmarsh and mudflats in Gloucestershire in order to enable effective monitoring and review of the objectives of this plan. Report back to national lead agency 01/03/2000 - ongoing Gloucestershire County Council Not started (for this period) More >
ESM 5.4.3 Continue research into the establishment of saltmarsh vegetation, and use this to develop ‘best practice’ methods for management. 01/03/2000 - ongoing Gloucestershire County Council Unknown More >
