2008 BAP reporting - Lowland mixed deciduous woodland

Summary

Please give a brief summary (3-4 sentences) of what you consider to be the take-home messages from your report.
England: Despite severe post war losses this HAP type remains relatively extensive and over the past decade has slowly increased in extent due to: new native woodland planting; Ancient Woodland Policy and the extensive restoration of PAWS. Concerns over condition of woodland remain and threats such as deer, loss to development and invasion of non-native species need to be addressed.

State of knowledge

To what extent is our scientific knowledge of the habitat / species (e.g research information, autecological knowledge, knowledge for effective re-introduction or habitat restoration / re-creation) sufficient to deliver the plan targets?
Status of knowledge Notes
Knowledge sufficient to make some impact, but more research needed For GB:
Working to ensure that suitable woodland condition indicators continue to be collected within the GB National Forest Inventory (new name for the National Inventory of Woodland and Trees). Sample field survey will run 2009-2013 to update info from the last survey 1995-1997.
England:
Improving knowledge of general distribution and extent of types, but not at the level of individual land parcels.
Improving knowledge of processes and impacts, but still uncertainties over scale and nature of pollution and climate change effects.
Key issues for future work - knowledge of woodland losses, social aspects of wood, whether landscape ecology theory actually works for the bulk of woodland species.
Wales: See successes for more info on research underway
See successes for more information on research undertaken

England: This is a new method of reporting using data held in FC England Sub-compartment database, the private woodland England Woodland Grants Scheme database and Higher Level Stewardship data. Baseline is 2008. The published 2010 target (251,000ha) is thought to be an over-estimation of the area of ASNW in England. 200,000ha is the area published in the Keepers of Time document and in the revised 2006 targets on BARS. 207,433ha represents a refinement of this data as well as increases through PAWS restoration. Actual loss of ancient woodland to development is approximately 200ha since 2000 (Source Woodland Trust Woodlands under Threat database 2008) Breakdown: FC Estate - 19,847ha of >80% ancient native BL Non-FC Estate woodlands - 187,586ha of ancient native woodland on NIWT 1 Northern Ireland: Scotland: Wales: Reported is the area of Ancient Woodland present on the Current digital version of the Provisional Ancient Woodland Inventory for Wales. England: This is a new method of reporting using data held in FC England Sub-compartment database, the private woodland England Woodland Grants Scheme database and Higher Level Stewardship data. Baseline is 2008. Breakdown: FC Estate, 1308 ha of HAP woodland has been created (either through conversion from >50% non native species in 2005 to >80% native species in 2008 / first rotation planting with native species since 2005) Private woodlands, 5372ha of land has either had a Woodland Creation Grant paid upon it or been converted to native woodland under a Woodland Regeneration Grant since 2005. HLS, 118 ha of new native woodland has been created through planting. Wales: Includes new native woodland on unwooded sites and conversion of non-ancient conifer woodlands to native species 2005/6-2007/8 inclusive: Assembly woodlands: Area of new native woodland (zero) + area of conifer woodland restocked with broadleaves = 1,613ha non-Assembly woodlands:: Area of new native woodland ( ha) + area of conifer woodland restocked with native species = haAll UK values are a summation of values reported by countries. Current or emerging threats

Please list the factors which, in the steering group's opinion, currently or are likely to pose a significant threat to the species / habitat over the next 5 years.
Threat category 1 Threat category 2 England Northern Ireland Scotland Wales
Global warming Climate change
Habitat loss / degradation - agriculture Overgrazing
Habitat loss / degradation - woodlands/forestry Decline of woodland coppicing / pollarding
Habitat loss / degradation - woodlands/forestry Felling / loss of trees (general)
Habitat loss / degradation - woodlands/forestry Replanting woodland with inappropriate tree species
Invasive/non-native species Disease (pathogens / parasites)
Invasive/non-native species Habitat degradation
Pollution - land Industrial / commercial

Constraints

Please identify the main obstacles (constraints) to achieving BAP targets, and the solutions for overcoming them.
Rank Constraint category 1 Constraint category 2 England Northern Ireland Scotland Wales
3 Funding and incentives Other
Summary: Getting commitment from owners and the funding to them to do works. Short term nature of many schemes and initiatives is a barrier to achieving progress.
Solution: Category: Funding, resources and incentive schemes
3 Policy, legislation and designation EU legislation - changes required
Summary: Habitats directive for woodland/ forestry sector is discouraging woodland owners from effectively managing or wanting to manage their woodland due to the risk of prosecution over woodland-dependent European Protected Species. The cost and effort of identifying and managing for EPS regulations is constraining management of the habitat for which the species depend.
3 Species and habitat management Conflict with other uses
Summary: Conditions for new native woodland creation are not attractive due to the financial returns of other land uses.
Solution: Category: Funding, resources and incentive schemes

Successes

Since 2005, have there been key successes in the implementation of your plan that should be drawn to the attention of government, the wider BAP partnership, or the public?
Success category 1 Success category 2 England Northern Ireland Scotland Wales
Funding and incentives Woodland Schemes - delivering wildlife gains
Summary: The Better Woodlands for Wales grant scheme is now incentivised to give a higher rate of grant for works which contribute to all aspects of native woodland HAP targets, including a higher rate of grant for native woodland creation/restoration occurring within core and focal networks, thus working to increase the connectivity of important woodland habitat.

Restoring our Forgotten Inheritance, a Welsh European Funding Office (WEFO) Objective 1 project has spent £2M within the Objective 1 area of Wales allowing 96 Plantations on Ancient Woodland Sites totalling 4233ha to be brought into sustainable management and begin the restoration process to native woodland.

Through the Ravine WoodLIFE Project 884 ha at 14 sites of the Wye Valley SAC on the English/Welsh border were managed for conservation between 2005 and 2007. These ravine woodlands are an intricate mix of ash, beech, yew and oak. This work included archaeological and ecological surveys, coppicing, thinning, the removal of non-native species, deer management and improving access for management work. http://www.ravinewoodlife.org.uk/index.asp

A number of projects including Fishing Wales, Severn Natural Assets Project have improved the condition of hundreds of kilometers of riverine woodland habitat, mostly by removing conifers to reduce shading.
Partnership Land managers/owners involvement
Summary: Deer Initiative partnership working more effectively.
Policy, legislation and designation Beneficial changes in UK legislation
Summary: Much improved policy context with the strategy, practice guide, PPS9 being used etc.
Research, survey and information Baseline survey - achieved or started
Summary: Obtained baseline information from National Inventory of Woodland and Trees for status in 1997. Reported in: Finch, P. Gilbert, J. Peace, A. and West, V (in press) Native woodland area and HAP type from NIWT I: Wales, Forestry Commission Wales. Obtainable from Vicky West, Forestry Commission Wales
Research, survey and information Habitat inventory compilation - completed or underway
Summary: In England: Local revisions of inventories.

In Wales: Forestry Commission Wales and CCW are currently undertaking a project to create a map of all the priority woodland habitats for 2006 using remotely sensed images. We are also developing a methodology to detect change, for use in updating this information in future as well as looking back in time.

. A second project by FCW, CCW and WT is piloting a methodology to update Wales' Ancient Woodland Inventory using the OS 1st County Series 1:2,500 maps (early 1800s) and the new NIWT II map (2006). Contact Vicky West Forestry Commission Wales.
Research, survey and information Impacts/ threats - improved understanding
Summary: Ray, D. (2008), Impacts of climate change on forestry in Wales, Forestry Commission Research Note 301, http://www.forestry.gov.uk/PDF/FCRN301.pdf/$FILE/FCRN301.pdf
Highlights requirement for new approaches to woodland management to address potential threats of drought, increased pest and disease damage, and wind damage. Introduces the concept of diversification in risk planning and management as a way of ensuring success of woodland in face of changing climate.
